If you want the perfect co-op campaign games, I'd highly recommend The Master Chief Collection (MCC). It comes with 6 different Halo games within a rich sci-fi universe for only $40 (on PC, it might be full priced on Xbox). If you're looking for Call of Duty, World at War and Black Ops 3 are really the only COD games that support co-op campaigns.
Boot up Modern Warfare 3 and go to the main lobby screen. Make sure your primary controller is already connected. Then, on the lobby screen, plug in a new controller, which will be controlled by the second player. On the screen, a new Operator should appear on the screen and a prompt will pop up as well. Using the second controller, press A on

We'll have to wait and see at E3 what they mean by co-op play and whether the Modern Warfare 3 development teams have truly taken enough strides forward in its multiplayer and co-op mode content
